It’s Here! CAEP Three-Year Plan 2022-25 Guidance and Template Now Available
The CAEP Three-Year Plan 2022-25 Guidance and Template are now available. The CAEP three-year planning process is designed to provide consortia and consortium members a chance to (1) collectively assess the impact of services provided over the previous period, (2) identify educational and workforce needs among adult education beneficiaries and providers in the region, and (3) define strategies and activities to meet these needs over the coming three years. The guidance document provides direction and establishes procedures to complete and submit a CAEP adult education three-year regional plan using the California Community College Chancellor’s Office (CCCCO) NOVA online platform. Sections of this document and template correspond to sections of the three-year plan as it appears in NOVA and describe the content that must be included in the consortium’s response per California Education Code. Use the links below to download the guidance, template and infographic.

Then, join the CAEP Office, on Monday, August 23 at 12:00 p.m. for the three-year plan kick-off webinar. In this webinar, the CAEP Office will review the guidance, tools, training, and resources to prepare your three-year plan.
On Wednesday, September 1 at 12:00 p.m., join Reecie Stagnolia of Stagnolia Strategic Solutions for the Planning Mindset webinar. The planning mindset webinar will focus on engaging consortia leads and members in a series of activities and tools to adopt a long-term planning mindset. The adoption of a planning mindset will support consortia during the planning process through implementation and beyond. A planning mindset will allow consortia and agencies to continually discover, plan and adopt their services to meet the needs of adult learners.
Reminder: CAEP Program Area Instructional Hours and Leveraged Funds Report (Estimates) Due September 1
Earlier this month, the CAEP Office released Program Area Hours and Expenses guidance for 2020-21. CAEP TAP also hosted a webinar on Friday, August 13 on the topic and released analysis of the previous three years’ worth of data. As you get ready to process the required data, please remember to include all your leveraged funds by program area that are used to support your classroom instruction and related services. Although the CAEP Office prohibits member districts from reporting service hours that are not part of the instructional hour in the classroom, the CAEP Office strongly encourage member districts to report all expenditures (leveraged funds) that support the classroom instruction. This would include salaries, benefits, administrative costs, overhead, equipment, supplies, contracts, capital outlay, marketing, outreach, supportive services, student services, orientation, testing, placement, staff training, etc. For example, adults with disabilities programs offer many supportive services outside the classroom. Please attempt to capture and report all those related expenses. For the past three years the adult education leveraged funds have ranged between $810M to $820M statewide.

CAEP Office Personnel Transition
The CAEP Office wanted to update all CAEP members and consortia directors/leads/chairs that Neil Kelly will join the CDE Adult Education Office later this month. The CAEP Office does not anticipate any disruption in the level of customer service received from the CAEP Office as Neil will continue to work on CAEP related activities in his new position with the CDE. Please remember to send all CAEP related questions to the CAEP Technical Assistance Project at tap@caladulted.org.
Neil’s last day with the Chancellor’s Office will be on August 31, 2021. Please join us in wishing Neil all the best in his new role with the CDE!
PPIC: Improving Career Education Pathways into California’s Workforce
In the latest PPIC report entitled, Improving Career Education Pathways into California’s Workforce, investigated the trajectories of nearly one million students who have pursued career education at California community colleges over the last decade. PPIC used stakeholder interviews to probe how employers and workforce intermediaries support students in completing programs and gaining skills valued in the labor market. The report findings include:
  • The vast majority of students who pursue career education in the community colleges never earn a credential.
  • Students who earn an initial credential, re-enroll, and complete a second one in the same field—a stackable credential path—are even more rare.
  • Students who complete credentials take about 2.5 years to do so.
  • Black and Latino students are less likely to complete a credential, as are younger students and men.
  • Students who complete at least one full-time term have much higher completion rates.
  • Stakeholders cited challenges to partnerships with employers, including funding siloes, lack of resources, and coordination needed within individual colleges.
